| Best Effort (BE) |
| The system reserves a percentage of the total link capacity for BE flows. This prevents the higher priority CBR and CIR flows from starving the BE flows, during times of link congestion. BE flows are not guaranteed bandwidth, but they can be subject to peak rate shaping. In fact Peak Rate shaped BE flows is what the rest of the industry calls "QoS". BE flows have the following properties: |

- Like CBR and CIR flows, BE flows are buffered separately from each other.
- BE flows are not subject to admission control.
- Active BE flows share the available bandwidth equally among themselves. This is enforced using the Round Robin service discipline.
- If flows in the CBR and CIR Service Classes are not using up their full bandwidth allocation, then the unused capacity can be used by the BE flows.
